NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS
FOR TIERED PROJECTS AND PROGRAMS

October 5, 2026

Village of Calumet

 340 6th Street
Calumet, MI 49913
906.337.1713

On or about October 30, 2026, the Village of Calumet will request the Michigan State Housing Development Authority (MSHDA) to release CDBG funds under Title I of the Housing and Community Development Act of 1974, as amended.

Program funds will be used to undertake a project known as Five Year Environmental Review for MSHDA CDBG-Funded Homeowner Rehabilitation for the purpose of providing units of local government with funds to provide homeowners, in the Village of Calumet, earning at or below 80% of the area median income with assistance for essential home repairs. The Homeowner Rehabilitation program aims to improve quality of life for local residents by funding essential home repairs for properties occupied by households earning at or below 80% of the area median income. All repairs must: be eligible under CDBG guidelines as defined in the MSHDA CDBG Policy Manual; comply with local building codes; and meet the MSHDA Housing Rehabilitation Standards. The maximum allowance per household is up to $25,000. The program will service single family homes within the Village of Calumet. The length of time covered by this review is 5 years from release date for the grant numbers and fiscal years: B-23-DC-26-0001; B-24-DC-26-0001; B-25-DC-26-0001; B-26-DC-26-0001; B-27-DC-26-0001; NDD-2023-10831-CDB. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements.

Estimated Total Program Cost: $400,000.

The Tier I broad assessment of the project area revealed no serious environmental adverse impacts for: Airport Hazards; Coastal Barrier Resources; Flood Insurance; Clean Air Act; Coastal Zone Management; Explosive & Flam. Hazards; Farmlands Protection; Floodplain Management; Historic Preservation - THPO; Noise Abatement and Control; Sole Source Aquifers; Wetlands Protection; Wild and Scenic Rivers; and Environmental Justice.

Tier II site-specific environmental analyses will be conducted as project sites are identified and will include the following factors:  Contamination and Toxic Substances; Endangered Species; and Historic Preservation, SHPO.

An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Village of Calumet, 340 6th Street, Calumet MI 49913.  The record is available for review and may be examined or copied weekdays, 8 a.m. to 5 p.m.

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Village of Calumet, 340 6th Street, Calumet MI 49913 or by email [email protected].  All comments received by October 29, 2026 will be considered prior to requesting a release of funds.

ENVIRONMENTAL CERTIFICATION
The Village of Calumet certifies to MSHDA that the Village of Calumet and Megan Haselden in his/her capacity as Village Manager and Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  MSHDA's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Village of Calumet to use HUD Program funds.

OBJECTIONS TO RELEASE OF FUNDS
MSHDA will accept objections to its release of funds and the Grantee’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Grantee; (b) the Certifying Officer has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by MSHDA; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and can be sent via email to [email protected] or through the mail, addressed to MSHDA - CDBG, 735 East Michigan Avenue, Lansing, MI 48912.  Potential objectors should contact MSHDA to verify the actual last day of the objection period.

Request for Proposals: Agassiz Park Pavilion Roof Replacement

8/31/2026

VILLAGE OF CALUMET
REQUEST FOR PROPOSALS
AGASSIZ PARK PAVILION ROOF REPLACEMENT
Proposal Deadline: September 10, 2026
The Village of Calumet is requesting proposals from qualified roofing contractors for replacement of the roof on the Agassiz Park Pavilion/Public Restroom Building, located at Agassiz Park in the Village of Calumet, Michigan.

The Village is seeking competitive proposals for complete removal and replacement of the existing roofing system. The project is part of ongoing improvements to the Agassiz Park Pavilion and public restroom facility.

PROJECT SCOPE
The selected contractor shall provide all labor, materials, equipment, disposal, and other services necessary to complete the roof replacement, including, at minimum:
  • Remove existing asphalt roofing materials down to the existing roof decking.
  • Inspect existing roof decking and identify deteriorated or damaged areas requiring repair or replacement.
  • Install ice and water protection in accordance with Michigan code and manufacturer requirements.
  • Install synthetic roofing underlayment.
  • Install new drip edge.
  • Install new architectural asphalt shingles suitable for the Upper Peninsula climate.
  • Properly flash all roof penetrations, edges, transitions, and other necessary locations.
  • Address ventilation/ridge venting as appropriate for the existing roof construction.
  • Protect the historic architectural character of the pavilion, including the existing cupola and associated roof features.
  • Remove and properly dispose of all roofing debris.
  • Leave the project site clean and free of construction debris upon completion.
  • Complete all work in accordance with applicable building codes and manufacturer installation requirements.
Roof decking: Because the condition of the roof decking may not be fully known until the existing roofing is removed, bidders shall provide a unit price per square foot or per sheet for replacement of deteriorated roof decking. Decking replacement shall only be performed with Village authorization.

If the bidder recommends additional work or a different treatment for the upper roof/cupola area, that work should be clearly identified and priced separately.

PROPOSAL REQUIREMENTS
Proposals should include the contractor's total lump-sum price for the base scope of work and clearly identify:
  • Materials and proposed shingle manufacturer/product
  • Warranty information
  • Estimated project start date
  • Estimated duration of construction
  • Unit cost for replacement of deteriorated roof decking
  • Any exclusions or assumptions
  • Any recommended alternate work and associated cost
  • Contractor contact information
  • Proof of appropriate licensing and insurance
Contractors are encouraged to inspect the building prior to submitting a proposal.
PROJECT TIMING
The Village would like the project completed as soon as reasonably possible; however, contractors should provide their anticipated construction schedule with their proposal. The Village recognizes that weather and contractor availability may affect the final construction schedule.
PROPOSAL SUBMISSION
Proposals must be received by: September 10, 2026
Electronic proposals may also be submitted to the Village Manager at the Village's designated email address. Proposals may be submitted to:
Village of Calumet
340 Sixth Street
